Their policy was very controversial and insincere.This is especially the feature of the Austrian policy.It was decisively against the strengthening of Serbia and Montenegro, whose development could have a great impact on its Eastern policy.Russia was the only great power which supported Serbia and Montenegro.
The formation of Independent Albania in the Conference of great powers in London (December 1912) was the result of the aggressive policy of Austria and Italy toward Serbia.Although this new creation was a very fragile category, it did not prevent the Albanians from giving up their ideas created in Prizren League (1878).
